I did everything Cryptic told me to do. I even paid other people to do some of it. My PC is as good as it gets now by the listed requirements for STO. The stupid nettest has never gotten all the ports to 500. Pretty much nothing that Cryptic suggested made a difference. All the cleaning, servicing, updating, upgrading, etc. made no difference. Nettest is still giving back low numbers.
How did I fix it?
I went to best buy and got a Motorola Surfboard Extreme Modem to replace my Surfboard 5101, or whatever it was.
Numbers on nettest still suck, but the gameplay is perfect and the graphic delivery is amazing now.
Will this work for you? I dunno, I'm a school teacher, not a tech geek.
But it worked for me, and it cost 99 bucks plus tax.
Oh, by the way, I came to the new modem idea after I finally got someone else's fancy gaming computer and hooked it up to my internet outside of my network. Nettest came back with the same TRIBBLE numbers. So that pretty much proved to me that it was not my end that was the problem. After I replaced teh modem, two ports shot up to near 1000, the rest stayed in the tank around 200. But the game plays great now.
So, is the choke point somewhere in my ISP? They swear it isn't. Is it just that internet service sucks here? If youi consider 10 MEG Broadband to suck, then yes, otherwise...somwhere on the internet between my ISP and Cryptic is a problem, or perhaps Cryptic just needs to upgrade their servers to something in an Xtra Large and stop trying to fit into servers that are too tight, if they haven't already.
Point being, if you are as frustrated as I was, try the super modem.

Not uncommon to have a modem or router that fails due to age or design. The small packet sizes, especially during patching, can cause them to freeze or drop packets.
