I'm a bit curious as to how this is possible, but I faced a tactical officer tonight who was able to pull off between 1200 and 1700 damage per secondary attack WITHOUT an expose/exploit or flanking. Is anyone else familiar with how this could be possible?
You can get some big numbers against players if your target is debuffed and you're buffed hitting them with a Sniper Rifle or Multi-Beam.
I don't even have my Ambush feated all the way and that single buff alone is a 134% boost.
Add a Large power cell which is another 25% boost, a few big resistance debuffs like fire on my target, some nice crit rating and you'll do some decent damage.
I think the changes in this patch are actually going to buff tactical for the ground.
Non-expose/exploit damage is going to be much more important.

Energy battery+target optics+ambush 3+mark target will give you this numbers.

Yep ontop of that he was most likely spec for ground combat also.
