Currently, you're capped at RA5 for personal skill points. (Higher levels are reserved for future expansion packages...)
However, there is no cap on BO skill points, so you can 'downsize' and assign and train new BOs to your hearts contenet...

So what happens if I don't accept promotion?

Is Captain 15 the same as RA5 and you just stop. If so, what is the actual number of skill points available in the game?

The actual number of skill points is 60700, actually.

And Captain 15 isn't the same as Rear Admiral 5. You're automatically promoted after you spend the required amount of skill points - you don't get to accept or refuse the promotion. It's automatic.

So someone who's Captain 15... hasn't spent all their skill points. Which means they'd be less effective than an RA5 who HAS spent all their points. Because the unspent points would just be...sitting there.

Also, gear is locked to rank, not level. A Captain 15 can only use Captain equipment (Mk VII and VIII). He cannot equip Admiral gear (Mk IX and Mk X). A Captain 15 can only use a Captain (Tier 4) ship. He can't gain access to Tier 5 ships. And, finally, a Captain 15 can't do the endgame episodes and raids. Because they're locked to Rear Admiral 3.

Yeah, that's kinda what I thought. I was just curious as to if you didn't spend the skill points (i.e., not accepting promotion) if you would continue to accumulate them beyond the 60700 but I guess even if you could, you'd still be locked at RA5 once you started spending...

    Thanks for the number though!

60700 is what I needed to know to map out the last half of my career arc (currently Cmdr5)!!!

Once you reach the cap, you cease earning skill points. All skill points you earn from that point on are converted to Bridge Officer points instead.
