I have one simple request, could someone (developer or player) please create a listing of what each item you can equip on your ship (i.e. consoles, deflector dish) actualy DOES ? I have been searching around and around here in the forums, but cant find BASIC data on what these things do.
Does a deflector dish deflect incoming fire? does it emit something ? WHAT THE HECK DOES IT DO !?!?!?!
What is a hazard system for? does it put out fires? does it help me turn in combat (combat is hazardous too ya know) WHAT DOES IT DO ?!?!?!?!
Yes, i know my deflector dish gives me bonuses to X,Y, and Z ,, but I need to know what X, Y, and Z are to be able to properly use these dont I.
Please,, anyone,, produce something a NONtreki can understand and read without an advanced degree in theoretical science fiction.

One thing though,, even with your help (and i do appreciate it) these lists of what skills are available do NOT tell you what the skills, or consoles, or anything do in the game.
I guess I am old enough to say that I want some kind of documentation (you know,, like they used to put in MANUALS) of what these things DO. Knowing that I can get + whatever to deflectors or hazards systems or sensor arays or whatever does nobody any good unless they know what the dang deflectors or hazard systems or sensor arays do in the game.
To get information about any item, right click on it and a menu will appear that has an "Info" option. It's not terribly specific with stats and such, but it will tell you what the item does.
I suggest just doing a few simple searches on the STO wiki. I think you will quickly and easily find something along the lines of what you're looking for.

And on my quantum torp launcher:
At the Dawn of Age, when the walls went ka-boom
And for detecting cloaked ships:
Shaka, his eyes uncovered, the light brought forth

Also TC, the forum topic I linked you to in my last post contains just about (if not all) Bridge Officer powers available in-game and the three skills that modify them. What the consoles do is give you bonuses to various skills, therefore upping your stats in those skills and making any powers dependent on those skills work better.

I learned a lot of these sort of mechanics using the STO Character builder:
Unfortunately, you have to work your way backwards to get the sort of answers you're looking for here. It will tell you which Captain skills (and, thus, which system stats) will help improve particular bridge officer skills - so if you choose the BO skill Polarize Hull, this program will tell you that you want higher Starship Emitters and Starship Hazard System stats (and, thus, any deflector dishes or consoles that improve those stats).
It's not 100% reliable, but it's a pretty good starting place.
Actually, you're making yourself very clear. They problem is that you don't know the various BO skills and what systems they use, what stat buffs are needed to provide better for them.
So here's a basic rundown.
Science Bridge Officers and their skills are affected mainly by Science Consoles and the Deflector Array being used. The stat boosts of the Deflector Array are several variants, while consoles will buff a specific system (Spatial Anomoly, Tracor Beams, Sensor Array, etc). This is the one where you really have to pay attention, to what skills your assigned Science BOs have, and which systems they utilize. This can be found under the BO's Skills tab. Click on the skill they can use on your ship, and it will show at the top which system it uses. For example, clicking on Jam Target Sensors will show "System: Sensor Array". So if you have this skill available to use in space combat for your Science Officer, you'll want a Science Console and Deflector Array that gives a stat boost to Sensor Array.
Engineering and Tactical Bridge Officers work a little differently. Their skills are mainly boosted by the skills you take on your character. The respective Tactical and Engineering consoles directly affect the ship in offensive, defensive, power allocation, and space flight capabilities. For example, equipping a EPS Flow Regulator as an engineering console will boost the ship's engine power (you'll go faster), while an RCS Booster will increase its turning speed (you'll turn faster). Tactical consoles will directly affect specific weapon types (phasers, disruptors, photon torpedoes, etc) or weapon builds (projectiles, beam weapons, cannons). Their skills aren't necessarily dependant on the consoles themselves. However, you'll want to load on specific weapon types and consoles to match, and likewise engineering consoles based on your ship type... for example, cruisers, you'll want to stock on stuff to boost shields, or damage resist plating, while escorts should get increases to weapon power and maneuverability.

These answers you give are answered in the form of metaphor, which is a syntax of the language used by the Tamarian people, not the Pakleds.
