I've searched the forums and not yet found a "definitive" list of what skills affect which abilities, especially given that respec is just about to come out. So I've sat down over the last couple of days and tried to make such a list by training, and retraining officers. This is not complete and is still a Work in Progress, so anyone who can point out where I'm wrong or where I'm missing info this would be greatly appreciated!
Before I begin just a few things to note:
1) Most abilities have 3 skills that affect them, one from Tier 1, one from Tier 2 and one from Tier 3,
or Tier 4,
or Tier 5
2) Tier 1 only gives a maximum of 18 Points
3) Tier 2 only gives a maximum of 30 Points
4) Tier 3, 4 and 5 give a maximum of 52 Points
5) The meaning of the 3 points above is that the upper Tiers are more valuable than the lower tiers...but are more expensive.

other than that, fantastic list! Great to finally have a place out of game to consult what powers use what skills.
Also, I think the 3rd power for Feedback Pulse is Deflector Field.
Hmm, Mask Energy Signature is a mystery: The in-game tooltip for the "Sensor Array" skill says that MES is an example...I'm guessing its a mistype there since my basic testing of MES say that Sensor Array doesn't affect it...odd

Have you opened the Power menu? It lists all your currently available skills there along with the 3 (or so) skills that affect it. The default key for that is P.
Also, the 3rd power for MES is Aux Efficiency, not Aux Performance
Yes thats how I've been checking them. Although I try to test as well, especially since its shown elsewhere in game as being affected by a different skill. As for the aux efficiency vs aux performance...its late and I'm tired :P

We really need to get this infomation checked by a Dev - or better yet, a complete list COMPILED by a dev!!!
You're missing Attack Pattern Alpha. The tooltip for Starship Attack Vectors says it impacts that ability.
You're also missing the two torpedo skills. The tooltip for Starship Torpedo Weapons says it impacts High Yield and Spread. The tooltip for Starship Projectile Weapons says it impacts High Yield.
Do you want player leveled abilities? I can give you the tooltips on some of the engineering ones.
EPS Power Transfer: Warp Core Training, Engine Maintenance, Engine Efficiency
Nadion Inversion: Engineering Training, Weapons System Performance, Engine Efficiency
Rotate Shield Frequency: Engineering Training, Shield Maintenance, Shield Performance
Also, is your Target Subsystem information for the bridge officer ability "Beam: Target Subsystem" or the Science Vessel innate ability?
