I consider this a pretty simple idea and really from a programming standpoint it IS relatively easy to implement. Also to avoid any issues with the current set up I recommend adding this on as a new queue.
Fill up the teams in PvP regardless of Faction. This means that if for instance a queue for a 5 man arena was 213 feds & 16 klingons the game would ignore that disparity and simple treat that as 229 queue PvPers. (This is a mechanic already in play for KvK and I'm sure they will use for FvF.)
That's 22 matches that could be created without waiting. You throw the 16 Klingons in what ever order they queued rather than try to fill up one team with a faction.
RP Concerns: You just have an initial message pop up for the user that states some rigmarole about how you've joined forces with Klingon/Federation ships in the area to defeat an Undine controlled fleet (The opposing team),
Two major benefits I see to this:
1. Regardless of the population of a given faction the queue times will be the same for all. I.E. if we end up with 3 klingons they can still queue up without having to wait for a full team.
2. As new factions are added they can be lumped in to the queue. This means new factions also would not need to be worried about population balance. As long as enough people are playing across the factions to make a game... you get a game.
Note: I have no interest in discussing balance or mechanics of PvP in any shape or form. I see this as a proposal for an improved queue system. I'd like the thread to stick to that concern only if at all possible.
