With Tribble and the free respec, I've been able to examine exactly how skills affect abilities. I've gone through three abilities(four actually, but I messed up on Science Team), so here are my findings:
Attack Pattern Omega:

Damage Bonus = Base * (1 + (0.01*stat))
Duration Bonus = Base * (1 + (0.005*stat))

Reduce Damage to Shields by 12% for 30 seconds.

Reduce Damage to Shields by 20% for 30 seconds.
There is an issue where BOs will say something like 21, 44, then the power regen and damage reduction will change when you beam up, even with no points in the stats. This seems to be dependent on the kind of ship. So there is a ship modifier involved.
The effect of stats on the ability:
Health = Base * (1+(0.00466*stat))
Damage Reduction = Base * (1 + (0.001609*stat))
Tachyon Beam:

The effect of stats on the ability:
Shield Damage Bonus = Base * (1 + (0.0095*stat))
As I find more info, I'll post them here and on sto-intel.org.
The pattern is fairly simple. Each +1 in a stat increases some factor of an ability linearly by some percentage. In some cases, its 1%, others its .5% and others its even smaller. Then the end-value gets rounded for display.

At first I was really frustrated that Cryptic did not release really detailed information on items, skills, progression, etc. But as I see the forum members fill in the gap I actually think there are two benefits. First, I find it strangely fun to have to reverse-engineer this information. Second, I think the STO user community will probably in the end provide a far better guide than a dedicated Cryptic tech writer. If only Cryptic would pick up on this and maybe provide contribute information to these Wikis that are showing up!
Shows some strange discrepancies, such as science ships with MORE healing than cruisers!
I'd be very interested in the effects of RSP I vs II vs III and how skills affect them...
i am confused by this, why does science team I give so much more to each shield facing than science team II? shouldnt it be the other way around?
It's an error, either in description or in posting, since my ST II gives much better bonuses than I (off the top of my head, I would say 20% better, but I could be wrong).
