I have found this on several engines. Now I have almost two similar engines and one got "efficient at low power leves" on it. But honestly, I have absolutely no clue, what exactly this attribute does?
For example:
If your engine power setting is at 25 ...
Combat Impulse Engines MK II (efficient at low power) will show an engine power setting of 28/25
Hyper Impulse Engines MK II (efficient at high power) will show an engine power setting of 25/25
If you engine power setting is at 95 ...
Combat Impulse Engines MK II (efficient at low power) will show an engine power setting of 95/95
Hyper Impulse Engines MK II (efficient at high power) will show an engine power setting of 98/95
Not a huge difference in power settings ... but ... the Combat Engines will give a full throttle (NOT Full Impulse) speed of 13 and Full Impulse speed of 20
vs
The Hyper Imulse Engines giving a full throttle (NOT full Impulse) speed of 10 and a Full Impulse speed of 23.
The actual speeds will vary depending on what ship you are in, your Rank, how you have your skill points spent. etc ...
But that shows the basic difference between the two ... again, it's only a tiny difference ... so ...

Efficent at low power means it will work well when you are draining all your energy firing beam weapons. If it,s efficent at High power it won,t
Actually I pretty much know, what the words mean. But I don't know, what it does mean in terms of game mechanics.
I.e. I have this engine with "+12 Flight Speed (Efficient at low power levels).
Does this mean, that at low power levels I have more flight speed? If yes how much?
Or does this mean at full power i only get less than 12?
What are low power levels? 5%, 10%, 25%, 40%?
The lower the power, the more efficient it gets? Or is it a constant bonus/penalty when reaching a specific threshold?

I just checked ingame, unequipped my Combat Engines, energy stays at 34/25.
So basically, besides speed, there is no diff or bonus between combat / hyper in relations to maintaining energy to weapons systems then? I also have just been going by whichever one gave me the best turn rate as I fly beam buckets. I know eps mods will enhance my weapons power but I wondered if there was a particular engine best suited for my ship too?

The mark IV quest rewards engines that give +5 weapons/shields/aux power are the best engines atm. Most RA's still use them as nothing else gives such a bonus to power. I'm pretty sure engines have no effect on turning rate unless they are uncommon or rarer with a [Turn] bonus.

But those engines are a straight +5 to everything. 50 becomes 55, 100 becomes 105.

Hyper seem to rely on having more power to Engines to work.
But everyone "should" be playing with low Engines so they have more power to everything else.
Either Weapons for more DPS, Shields for more Regen, or Aux if you happen to have any of the few Sci skills that rely on it.
But there is nothing in particular in the game that would benefit from having higher Engine power, except the Hyper engines.
