I get "Account error, please contact Billing support" message when i try to log in. I go through the process of paying for my sub but, after i choose the price it sticks on loading and in the dashboard it says, Download Game Client

Is there issues with the account server or is there a way to see if my sub has expired?
Please ignore this post, don't ever send your password on to anyone, not even Cryptic's own support. They don't need your password to check your account, so they would never ask for it.
If you ever get an email asking for such details it's most certainly account hijacking spam, in that case delete it and don't click on any links.
Just contact billing support in the normal way here and ask them to have a look at your account: http://www.startrekonline.com/support/billing/contact
No need to submit any account details, just the email tied to your STO account.

It looks like you never setup a subscription when you signed up. You will have to do that before you can play again. As mentioned above, if you are having issues with that just put in a billing support ticket (and never send us, or anyone else, your password).
