Hmm. Some of the info on that chart is potentially a little misleading.
For example, the Tactical abilities that improve a weapon or attack in some way (Beam Overload, Torpedo: High Yield, Cannon: Rapid Fire and so on) aren't direclty improved by any skills - but the weapon they affect is.
So, for example, if you have a phaser beam array, its damage is improved by Starship Energy Weapons Training, Starship Beam Weapons and Starship Phaser Weapons. If you use Beam Overload on that array, the bonus from the ability is applied on top of the bonuses from your skills - but those skills don't actually make the Beam Overload ability itself any more powerful.
