Whereas x stands for tray row - 1, y for column -1.
A power in row 3, column 6 would get activated by using +trayexecbytray 2 5 [or by pressing alt+6].
I just tried, I could not assign numpad9 / 0, neither, until I did:
Clearing numpad1, reassigning numpad1. Now I can assign numpad9 without having to bind it manually.

No dice. When I hit a numpad key, nothing happens - yes, num lock is on.
<key> = numpad9 or numpad0
x = 0 for ground, 1 for space trays
y = tray number - 1, trays start numbering at zero(0) tray 1 is tray 0 in the /bind command
z = slot number -1, slots start at zero(0), slot 1 in the UI is slot 0 in the commands
So to bind tray 2 slot 9 to brace for impact for numpad 9 key
Probably not the same problem, but when trying to bind 9 and 0 to my Razer Naga, I had to turn off Num lock, bind the keys, then turn Num lock back on to get it to work.
All of my keys work too. I found this issue because the skills are supposed to be 1-9 activate and alt+1-9 for a1-9 skills and ctrl+1-9 for c1-9 skills. I read this somewhere in game.
I've tried assigning my a9 spot to alt+numpad9 but it won't work at all. i use the numpad for all my skills and i'm left without the 9 slot to use.
I haven't tried the keyboard /bind command yet. I will look into this.
This is defiantly buggy behavior.

I have my keypad 9 & 0 bound and working that way.
I still wonder why they included numpad 1-8, but not 9 & 0.

I turned my num lock off when I bound these (i did it manually), and turned it back on after. I have had no issue using the keys since.

Put the Brace for Impact in the slot
in the chat box type:
/bind numpad9 trayexecbytray 1 1 8
