if the feds fly out of earth spacedock, why do the klingons not leave from ty'gokor?
First, Ty'Gokor itself is a base within a planetoid, not a starbase - though it has bases in it's orbit.
Second, the only time the Klingons moved their operations to Ty'Gokor was in the heat of the Dominion War. Normally though, the High Council and the Chancellor guide the path of the Empire from Quo'nos.
Thus, Klingons start at Quo'nos, the heart of the Empire - Feds start at Earth, home of Starfleet Command and Starbase 01.

If i recall correctly O'Brien mentioned it'd take half of starfleet just to penetrate it's defences, so i doubt that Starfleet has destroyed it.

You're right there, although I personally consider the short-lived Federation-Klingon war to be part of the "Dominion War Scenario" - so I guess that explains my little mix-up there.
