PVP game balance is a joke, klingon ships run circles around my escort ship, I can't bring a torpedo to bear at all, not to mention they have much more powerful weapons, 3 hits and my shields are gone, 10 hits from me and they still have shields.
Ground play is no better, being rooted and killed by a single klingon before I can even fire a shot is rediculus, again they have better fire power, 2 hits and I"m dead.
Every battle I've tried I've lost by at least a 5 to 1 margin, this is annoying.
And the worst part is, half my battles I was out numbered as well by at least 2 to 1.
Why is it so hard to try and make things fair so both sides have a chance to win, I don't mind losing but I'd like to think I could win once in a while. Or at least make it so the gear you can only get by PVP points could be gotten some how else.

Build is not that much of a problem.
What you need to know about the combat presently is that it does not work as you would expect a vehicular combat to behave. This is not about homing in your target and opening fire.
there are abilities in the game in the form of Class abilities and BO abilities that enhance your damage or reduce (or even remove completely) from your enemy.
And many of the effects Stack.
For instance, when you see some people in the middle of combat zooming away like if in full impulse it is because they have combined either Full power to engines with evassive maneuvers, a battery + evassive maneuvers, or Emergency power to Engines + Evassive maneuvers.
You can also combine some defensive abilities such as Science team and Recharge shields both of which give a certain percentage of resistance to your shields for 30 seconds or so, therefore you take less damage than your target their shields will go down before yours in a straight up damage face off.
Jamming sensors make you invisible to your target for the duration this gives you time to do damage to them while they can't, or gives you time to repair etc or even get out of there at times.
Most klingons would use their Cloacking device and combine several Damage enhancing buffs before they open fire, this combined with the fact that klingon ships have mainly forward firing focus plus with the fact that they can use Cannons, gives them a first strike very strong advantage.
(Also please note that there are some abilities that are curently bugged and give OPing results, which are being worked on by the Devs).
Additionally...federation at this time may actually have better opportunities for gear from the Klingons, Missions, patrols, storyline missions all reward good gear.
Also the same gear that is available from PvP medals is also available from Exploration medals, and finally you also have the Memory Alpha Crafting which helps to turn certain white gear to blue and in par with Exploration or PvP equipment.
Fortunately, there is no separate PvP and PVE gear per se in the game (ever thankful for this), Combat is Combat, PvE or PvP the only difference is that Human opponents are Smarter than the AI and more unpredictable...also that the Ai most of the time has been made a bit less Powerful for the Fun factor.
Finally, yes I agree with you that the differences between the two sides are a bit wrongly expressed, fed ships need to have some additional maneuverability, but other than that it is pretty mush the same, since, while def ships are supposed to have more hull than Klingon Ships, Klingon Ships do more Damage due to the Cannon Accessibility and Cloaking Device, so these two cancel eacother out.
The abilities are the same pretty much all around, the only thing that is really different is maneuverability.
Also remember that PvP is not a solo affair, either invite everyone in to a team in pvP or Join the existing team , in both cases you can select a player and you will either have, "invite to team", or "request to join the team".
It helps primarily in communication and also in knowing where your teammates are, it does not exactly help in healing and support, you often lose your target anyways in the middle of combat, or it for some reason locks on to another player and when you need the ability for yourself it fires on someone else....besides it is not as if you can stand back and heal like in a ground based fantasy game...you could..but...
Who would want to do that when commanding a Starship?
Regarding space weapons, both factions have access to the same weaponry.
Regarding bridge officer abilities, both factions have access to the same abilities.
The trick is learning how to combine the two into a trade-off between survivability and damage-dealing, and how to switch between those two (or shift the balance at your discretion) mid-combat.

You must be joking right? Since pvp is tear based, only same tear weapons, ships, equipment, BO skills and player level range can join pvp session against each other.
Moreover, since weapons, equipment, BO skills are all universal and independant of faction both sides have equal access to them. So how Klinks using same weapons as you are overpowered in space? There is ship class difference I grant you that but what BoP gains in manuveralibity it loses in hull strength.
Think your issue might be more with not using the right skills or not haveing the right power setting rather than one sides being stronger than other. Also keep in mind that since Klinks have so little pve content they mainly pvp to level up so they will have a lot more pvp time and experience than average Fed player.

for ground pvp, I'd like to point out that both sides are essentially identical. klingons get pretty much the same abilities, weapons, kits, shields and armor as feds. whatever weapons the klingons are using that kill you in 2 hits, I'm sure you can get that weapon too.

The carrier, well, what to compare that to fed side?

Both sides have specific advantages (e.g., Fed science vessel innate abilities, Klingon cloak, etc.) that offset their weaknesses or act as counter-measures to enemy advantages. There are counters to the cloak, just as there are counters to Beam Target Subsystems.
Both factions have access to SNB. The problem is not with cloak or cloak + SNB. The problem is with SNB. I can say this with reasonable objectivity because players of both factions complain equally about SNB.
