Character portraits dark in bright areas

In the exploration area there is a particular generic base that looks like some turned the lights all the up to Sun bright (the one with star chart walls).
In this area I've noticed that any dialogue screens and my officer portraits all appear dark, like they are standing in the shade (probably to make sure they don't get sunburnt!).

Notice how shaded the officer portraits look. It is the same when a dialogue window pops up.
In fact anything targetted (any creature) appears the same shaded way in their portrait window.
I have turned off bloom (I generally don't like bloom effect), mainly because it becomes painful in this generic base.

I have an ATI 4870HD with latest ATI Drivers.

    I also get this,

    Not sure what it is as my PC is far beyond what STo needs.

    I get it in the U menu too.

    Yeah, all the character models in the U screen also get this "shadow" look.
    I think all character models showing in the interface should be shown in the same "light" regardless of the environmental lighting.

    Yep, same problem here to its an annoying bug.

    Get that also with an ATI Radeon 5870

    I get exactly the same thing with my GTX 280 :(
