You get these abilities later on, sorry I don't remember what level I got them at. But they will show up on your bar or in your powers list just like Evasive Maneuvers did.
Self destruct doesn't seem that great a power. I sped into 2 Vo'qua carriers, both with full compliments of fighers and BOPs circling them and detonated at close range. I think I may have taken a fighter with me. Maybe.

I believe it depends on the mass of your ship. I constantly try this. I have destroyed BoPs doing a ramming speed/abandon ship combo on my star cruiser. Believe it was mostly the tripple blast from ramming speed, abandon ship, and the warp core breach that did the damage. Warp core breach is a nasty nasty affect.
On my escort I dont seem to do as much damage with that combo. Dont know if anyone else has notice anything about this.

Ramming Speed was updated to cap modifiers based on speed of ramming ship. We also improved the damage formula to use the smaller vessel's HP as the base, modified by speed and size ratio between both ships involved. In general, ramming similar or smaller sized ships can be tactically beneficial, ramming larger ships becomes a self-sacrificing last resort.

Well, the idea is that you use it when you don't have a perfectly good ship and are in danger of blowing up anyway. If they do something similar to City of Heroes the Death Penalty can be reduced or waved entirely in some cases, so perhaps by using Abandon Ship when you are about to blow up you get a reduced penalty since you presumably saved some crew.

I do believe that is the entire point of the higher level abilities all captains get. Ramming speed is a very viable tactic, whether as an offensive tool in larger ships (nevermind just using it for a speed boost sometimes) or as a last ditch effort to take out your opponent when you're about to die any way. Self destruct seems to be even better at affecting multiple targets by increasing the damage output of the warp core breach. Meanwhile, Abandon Ship is supposed to save crew - if I remember correctly for a while in OB when you PVP'd and were about to die, if you got an Abandon Ship off in time you didn't suffer the crew penalties upon respawn. Depending on the severity of the upcoming DP, I am sure Abandon Ship will be beneficial - it will all come down to the Captain's preferred style. Go down fighting? Or save the crew?

It does depend on the speed and size difference.
