Similar problem, I opened a Support ticket but after 6 days I have not gotten a response at all. Will try this suggestion and see how it goes.
All MMO's work this way. You can take your install disks and put the client (the STO program) on as many PC's as you want. If you owned 100 PCs you could buy the game once, install it on all 100 PCs, register the one key with your account and play STO on all 100 PCs - but only one PC at a time.
6 days wasted. They're probably facepalming at your ticket.

The code is bound to your login, all you need to do is install the game on the new computer either from the DVD or from download.
If you get a prompt to enter a key to create an account on install, ignore it and let it finish.
