Need a lot more information to help you but would start with:
Right click the STO game launcher and Run as administrator
Make sure Star Trek Online.exe and Gameclient.exe are allowed to connect to the internet through your firewall and antivirus programs
Make sure TCP 80, 443, and 7000-7500 are open outbound on your PC software firewall and router / modem hardware firewall
Do not port forward TCP 7000-7500 on your router / modem

I would ask if he downloaded through Steam as this (at one stage) always re-patched the game, even when the patch was finished it would start again as thought it was in a loop.
