requirements for borg missions?

this may be a dumb question, but is there any other prerequisites for gaining the borg space mission other then being at least level 43? Only reason I ask is I am at captain 9 and cant seem to get the mission or access the transwarp gateway to gamma orionis, any ideas or suggestions?

    like on fed side, you have to be 43 to get through the transwarp gate.
