Its a Captain skill (your character), not something you can train your BOs in. Some skills your captain gets either as accolades or in Kits, are not going to be trainable for BOs... like Triage, which thematically I wish I could give to my doctor character. >.>

Sensor Scan is a Science Officer skill. So ... if you are rolled as a Science Officer, you will receive such skill when you level to the appropriate level. Not sure if your BO's get it, but I think they can get the Charged Particle Burst. Also, pay attention to what skills the officers that you gain throughout the game have. If they have a certain skill, train it over to your BO if you want to keep your existing crew. Or replace the old officer with the new one.

Pardon the backtracking - but what accolades give extra skills? The only non standard Accolade I got was for jumping into a Fire Urn on one planet and it had no benefits.

Technically speaking, things like Rotate Shield Frequency and Evasive Maneuvers are granted by Accolades (you can even track them in your Accolade panel). They're listed as Ability: Lieutenant I, II, II, and so on.

It's not a Bridge Officer skill, is a skill that YOU (or your character) get at level 8
you can get charged particle burst, has a higher radius as well as a shield damage. effective out to 5km radius.
