There is not enough admiral ranks within the game. Cryptic needs to add all the admiral stages. Also admirals should recieve a new typr of command insted of Starships. E.g.
Rear Admiral Lower Half- Carrier command or light starbase command with 1 support starship aswel as your own ship.
Rear Admiral - command of a Starbase with 2 support starships.
Vice Admiral-command of a heavy starbase with 3 support starships
Admiral- Sector Commander
Fleet Admiral-Sector Block Commander
Admirals should control fleets of players who can congrigate aboard the starbase under the admirals command.

STO should not have a ranking system... but a traditional one...
like : you start the game a Cadet at the academy, go to a few mission, graded as an Ensign than 15years later : you've made Captain, and getting your brand new ship, and begin you journey from Cpt 1, to 80... and getting a new ship every 10lvl
Personally, I don't think they should have Admiral as a rank. Admiral's command fleets, not ships. Heck, Captain was good enough for Kirk! It should be good enough for us to!
Besides, being an admiral didn't do HIM any good when it came to ships. He STILL had a T2 cruiser....
As far as I'm concerned ranks are semantics and don't really matter. I wouldn't care if i was a unicorn queen rank 5 I'm still flying around in a ship blowing things up.

There are 456 Stabases in ths Sector commanded by Admirals. Starfleet has set a quarter impulse spped limit due to traffic congestion Sir. You already have 4 speeding tickets, one more and it,s a 12 month disqualifcation.
It would be interesting to see the higher Admiral ranks(Vice, full, and Fleet) gain NPC ships that fight along side them like BOffs on the ground. Each rank allows for an addition ship, which will be limited to T2 vessels with your T5 or higher being your flagship.
No starbase commands, though. Unless of course it is Fleet owned.

Except... Admirals actually do get a passive ability that does that. It's, I do believe, a chance on getting damaged to have a support vessel show up. It's only natural to assume that as a player progresses up to greater ranks, like everything below it... There would be increasing marks of this ability that add further ships.

First i've heard of that, i've been an admiral for quite some time and have never had any show up, not that anyone really needs it anyway. Last time i died was because i accidently clicked Abandon Ship instead of Brace for Impact.

Of course not, i told them the Undine did it, i then had to under go a painful series of tests involving sharp things going into places that they shouldn't to prove that i wasn't an Undine.

Actually, something like this happened to me the other night during one of my B'Tran exploration missions. I was defending a base, one of the squadrons spawned, and a Federation NPC ship warps into the mission, then immediately despawned. It was on the map for about 2 seconds; had it not happened right next to my ship I probably wouldn't have noticed it. I'd never had that happen before (and I've been a RA for a while now).

You have to leave room for expansion. There are 5 pips of admiral ranks already in the game when you talk to certain NPC admirals. Players are curently limited to one pip and 5 grades towards the next pip. Obviously, Cryptic is planning on using the remaining 4 pips as rank ups for expansions. That leaves room for a minimum of 4 expansions if Cryptic lets us gain all 10 grades with an expansion. If they limit it to 5 grades then they could stretch that out to 7 expansions to get to full 5 pip admiral from where we are right now at RA5 being max.

It was a Dev response to a question about a missing ability gained when hitting Admiral - the person had gotten an ability accolade, but couldn't find anything corresponding to it. Dev reply was that since it was a Passive, it wasn't going to show up in the ability dropdown, but did sum up what it did (and that it was a low-ish chance).
I could be misquoting it, but that's what I remember of the conversation. If I had a better idea of which dev, I'd track it down, but I'm unsure on that note (I hardly ever read names, period), but I'll see if I can't turn anything up after lunch.
As to it being so rare as to not be worth mentioning... That doesn't exactly disprove it's existance, and is likely just poor design. Possibly due to a lack of testing and general information on it - but that's pure speculation on my part.

It's a passive ability at RA 3. One of the Devs confirmed it, check the Dev Tracker.
Basically, when you're at 50% hull, there's a 5% chance of a friendly ship warping in to help for a brief time.
Some have never seen it, others have seen it several times. All depends on how often you get knocked to <50% hull.
Also, according to Zinc, the population of Admirals in play is small, less than 1%. Most are in the 20-35 range right now. This is as of a week ago, from him directly, on the STOaked podcast.

Anyway, the RA 3 ablity doesn't show anywhere, so current thinking is it's this low-chance buddy ship thing.

It does happen. I had a random escort ship shoot in and help me the other day during a mission. I don't know if it occurs in PvP however.
