STO doesn't support dual monitor, therefore, the Nvidia software forces a default to the "Main" monitor, since STO doesn't support dual monitor. It's not the launcher's fault.
As far as this thing about your HDMI being shutoff...never seen that and I run STO on my laptop using an HDMI cable to my TV (when wife isn't around) and my HD monitor.
Also, if your TVs resolution and laptop resolution is different IE...TV is 1920x1080 and laptop only supports 1024x768, and you have the game set to 1920x1080, then even if STO supported Dual Monitor, Nvidia wouldn't display it on your laptop because you can't display the same program in two different resolutions.
There are several programs (all shareware) that you can look into that might help you out. Powerstrip, Multimon, and Ultramon. These might help you with dual monitor support. I haven't used them, just know of them, so I can' tell you exactly what they do.
You might be able to get around this by running STO in window mode. If you do that, then you might be able to run STO on one monitor under its native resolution and use your laptop to view websites or whatever you are wanting to view, under the laptop's native resolution.
Don't mirrow your display if you can help it, extend your desktop instead. Setup the displays seperately and toss the game window (laptop setup as primary display) to HDTV and you should have no trouble.
The game doesn't override the HDMI port. It simply displays full-screen on the display designated by Windows as the primary monitor. It sounds like you need to tell Windows to use your TV as the primary monitor, or run the game in windowed mode.
