Don't want to make a mistake here with the skill points.
I am very sorry first off, because I know this has got to been answered some place. But I seem to have trouble finding the right search term to find a thread with the answer. I read through most of the stickys and they solved a lot of questions Ive had. (Like the million types of currencies)
What is the determining factor in what ship type you get when you get to Lt.Commander ? (Escort, science or cruiser.) Is it the type of officer I signed up as? Or is it where I spend my skill points? Or can you switch at will? I afraid to spend my skill points in places where it may hinder me later.
The other way around. The ship you choose can have an effect on where you spend your skill points. Keep in mind that for the later tiers, skills like Research Science Ship Captain only affect those specific types of science vessels, and do not stack with later or earlier versions of those skills.

Respecs may not be available currently, but they are confirmed to be coming in soon, so don't sweat it too much. You will be able to fix any mistakes you make. Even without respecs, yes, you can switch at will. You get one free ship after each promotion, but nothing stops you from buying more ships if you want to be able to switch things around occasionally.
If you haven't figured out what you want to fly yet I wouldn't spend pts in ship type specific stuff until you decide.
I chose an escort myself and am really enjoying it. Its not quite as tough as a cruiser but it flys like a fighter and if you set it up right will very rapidly destroy enemy ships. Popping, your attack pattern (if a tac officer) and CRF = machine gunning down an enemy ship very fast assuming you run double cannon mounts up front (which on an escort you should be).
On a team I find myself hanging back for a little bit to wait for the cruisers to get in and take the initial beating then ill run in blow my CDs and start lighting stuff up. As an escort if you just charge in like a cruiser you will get obliterated rapidly (well you can get away with being a tank up to Pi Canis, once you start facing tougher ships you wont be able to get away with that anymore) .
If your more of the type to want a big ship to just charge in and shoot nice pretty beams I would recommend a cruiser.
...assuming you run double cannon mounts up front (which on an escort you should be)...
I just do not get this way of thinking. I tried using the cannon Escort and just could not make it work for me. However, on my Captain 5 escort, I have 1 (currently) Tetryon beam array fore and aft, dual cannon fromt, and a turret in the other aft slot (other two fore slots are quantum torpedo launchers), and do quite well with the combination with my arrays set to auto-fire. Unlike cannon escorts, I can bear fire through 360 degrees of turn (unlike cannon escorts who can only fire on a front or rear facing) and just pay attention to where my nose is, using the spacebar as my nose comes on target.

Mathmatically speaking, two dual cannons forward backed up by either a single or double beam array with turrets lining the back is currently believed to be the most efficient setup for damage (frontloading as much as possible). If that doesn't work out for you, though, do what does. It's your ship, after all!
I currently run single beam/dual heavy cannon/quantum torpedo forward, and turret/mines in the rear on my Heavy Escort. Works beautiful for me, though it took some experimentation to get it all down and figure out what works best for me.
As far as what starship class to work with? There's some great information from other repliers, but the biggest thing I can point out is playing with all three ship types to get a general feel for the playstyles involved with each. You're not locked down to any one way of doing things, after all, and even if you don't have the skills for something later, you can still play around with it just fine.

Actually skills such as research science captain, or cruiser captain do increase your later ships. One of the Devs just stated this somewhere the other day, but they also said that its not as effective as the skills for that specific tier/ class of ship.

Oh so when I get to Lt.Commander the next tier of ships in science, escorts and cruisers will all be avaible no matter how well or foolish I spend my skill ?? Is that for every tier/promotion ?
I have decided that I want an escort. Too many cruisers flying around. If I use my escort and get promoted to commander I am limited to escorts from now on ?
You're never limited to what ship you select when you get promoted, and you can always just buy the other classes for your tier (or earlier ones) with energy credits.
