With all the things going on with the game and needing to be addressed and fixed. Do that fix it, get it right and when the things that are supposed to be working and running properly then start TRIBBLE one of the few good things about the systems game mechanics.
Examples There are many upon many these are just a few. Pre-Order items still got folks without them and waiting. Or they are getting the wrong ones.
Constantly bugged missions - this to me would be one those major type things since its the base of the game.
I'll agree there is more bugs that need to be fixed before a DP should be added: NPC Alpha at warp in for some DSE still, weapons not always working properly, Ship balance, etc.
I'll wait to see the details of the DP before I really rage over it. One like EVE is too harsh but I wouldn't mind one like WOW (A repair bill). There needs to be more "gold sinks" for our energy credits anyhow.
Total Ship loss - NO
Random Lost Equipment - NO
Damaged Equipment - Yes
Reduced max-armor / self-repair rate - Yes
Reset of mission enemy NPCs - I'm OK with that too.
Sprinkle at least one "repair ship" per sector, more in friendly sectors and fewer in contested zones.
I like the idea of DP, I don't think it should be extreme. But right now people are abusing the fact there is none. Need to destroy a satellite, but don't want to tangle with BoPs guarding it. Rush it, fire all weapons at satellite, destryo sat, get blown up yourself, head to next objective...
Perhaps we should wait and see exactly what the death penalty is and how it works before we get too militant? It is, for example, entirely possible that the death penalty may be optional.
I'd like to see cryptic making more of an effort (like their last survey) to determine the percentage of users who prefer somehting, rather than responding to the loud minority. I'm not saying that those who want the death penalty are the minority, only that we cannot really tell at this point.
A DP could lead to alot of lame cloaking tactics in PvP zones... As it is now, at least outnumbered ships will try, if the DP is bad, ships will just run away and make PvP zones a chasing/cloaking game.
I never thought i'd say this, but I'd really like to see a death penalty. Not anything extreme, but as some suggested, maybe damage to weapons that you have to pay to repair.
Before launch, a lot of people around here were under the impression that your crew would need to be replaced instead of regenerating. I'd like to see that come to life. Maybe even have a little top off from our cruiser friends until we get to the next station for a refill.
And like Kunari said, it give me something to do with my money.

This is what im doing , waiting to see exactly what the Death Penalty is , so many are up in arms about it yet no one knows how its going to work yet
If i have to go get reapirs/replacements after just one death then thats fairly sever but if i can weather 6 or so deaths before thinking i need reapirs/replacements then not too bad rate , because of right now getting blown up is just a 'Meh' and i would like to cionsider it as a bit more 'Okay lets rethink tactics' though pvp and pve DP's should be seperate as pvp deaths are usually a lot more common
Let the hull of the ship take damage for each death, permanently. Then you'd have to replace the ship eventually. And make ships more expensive overall.

This is my view on the matter as well. I personally like a light death penalty because it gives a real reason to fight to stay alive rather than simply brute forcing your way through missions. It makes the reward feel that much more like it was earned.
But, I also see the point of hardcore DP people and of the people who want no DP at all... maybe a slider to select between no DP, light DP, and hardcore DP just like the difficulty slider that's coming up? That way we all get what we want out of it.

Yea we need a DP.
