I recently changed my uniform and character appearance in game. I decided to rename him too. I noticed my character in game is displaying the new name but my old name still appears in the character select screen (after you log in) and my handle in the chat displays my old name. Is there a way to change that to reflect my new name???

Yes, that is exactly what it does. I think because the name is also TRIBBLE@TRIBBLE the name will not completely change since your account would then have to change slightly. Where as you can change part of your name and or a crew members name. The games accounting system keeps tract of the crew and you as the original name.
In order to change your character selection name, you'll have to purchase a name change from the C-Store if I recall. I'm not sure how many C-Points it costs though, as I've never attempted a name change.
Also there is no option to change your name in C-Store or on the log in screen. When asked to fill in your 'nickname', the very first time, it says EG 'Bones' except, it's nothing like a nickname. Characters call you by it all the time. An Admiral wouldn't call Dr. McCoy - 'Bones'.
Anyway. you can probably tell I called my character something stupid. And, so far, there isn't actually a real option to change your name yet.

This is just how I see it.
