Phasers can stun you rendering you unable to fight back on ground. In space they can randomly shut off a system for a few seconds. That could disable weapons, engines, etc.
Disrupters lower your resistance to damage, meaning you take more from further hits over the next few seconds. This works in space and on ground.
So your choices are this. Do you wish to disable a foe and get free hits in, or make the foe take more damage for a little while? If you have friends, they can benefit from both.
I can buy phasers on Feds easily and disrupters on Klingons easy. That fact is what determines which I place points in.
