I believe the Radeon HD 4200 is an integrated video chipset. I would not recommend ANY integrated video card for any kind of gaming. Will it run games? Most likely. Will it run them very well? Doubtful.
I'm not saying an integrated card can't run STO, but I would seriously look at a computer with a dedicated card instead, even if it meant a little more cash. I think you'll be happier in the long run.
I have a Radion 4800 on a Dell Studio XPS with 4Gb of Ram and a SSD.
The game works nicely in 1920x rez but cant do the top settings.
I would advise a desktop PC if you want top of the line settings.
But before you spend top dollars think DO YOU NEED A TOP PC it would be cheaper to buy a middle range card and save 500 then in a year you can buy the card you wanted for about 80% less.
