I am not a computer guru or anything, so take this with a grain of salt. Your processor may be a bit slow, I have a 2.8 and get rubber banding as well sometimes. I know my ISP is TRIBBLE up, so that may be another problem. I would say, if possible, try at different times then you normally would. It might be server load, or even ISP load as some (I know UK ISPs do) share bandwidth between customers.

Rubber banding is almost always a network related issue. If it was a performance issue you would get slowdown and poor performance.

Thats what I was thinking, as performance related it seems to be fine, checked heat and all, and it was ok...it is happening at different times of the day, was happening last night for instance, then this morning as well
