I'm a Lt Com 1 Tactical, I have an escort ship. On one of my tactical stations I can use 2 ranks ( It's the Lt. station). But on the other stations I can only use the lower level moves and the sencond ranked ones are blacked out( its a ensign station.). Is there some skill I have to up or some console I have to get to be able to use the second ranked stations. How do I make them Lt. stations.
No you cant. Stations are linked to ship - that means each ship type has individual number and quality of stations. If you want to use better science station, you have to buy science vessel, if engineering you have to buy cruiser. After you reach next level (Commander) you will get better escort that has more stations with better quality.

If you go look at the ship database you will see that only certain officer types get access to higher level consoles depending on the ship you choose. Escorts are tactical, Crusiers are engineer, Science is science.
On these ships the corrisponding stations will continue to go up as you buy the next higher tier ship. But the stations that are not the main will never go higher than Lt consoles. So plan out your skills in the other two areas carefully because you wont get many of them.

And you'll also have more commissioned Bridger Officers slots then you will have Bridge Stations. That means you can develop Bridge Officers with different sets for different situations. For example, I'm pulling together a set of BOs that I'll be using when I know I'll be fighting Borg ships. Not to spoil things to no, but you can wave bye bye to you shields when fighting the Borg. As such, I'm switching out my usual BO's with some with more of a focus on protecting and healing my Hull rather then my shields: Polar Hull, Hazzard Emiiters, Engineering Team, etc.
