Have you spent the requisite number of skill points (in this case, 6700)? Mousing over the XP bar will usually tell you how many you have to spend for the next promotion.
Spend all your remaining skill points on your character.
Upper left corner of your monitor --> Skill Up --> spend ALL your points and you should level up.

Yea this, you have to allocate 6 700 skill points to your lvl 1 skills before you get promoted.
I did - and you were technically misinformed. A fact I'd be more then delighted to illuminate on.
First, he doesn't have to spend all of his skill points, so long as he spends enough to achieve the next promotion point (in this case, 6700). If he had more then that, he could just as easily hold them over to use on Lieutenant Commander skills, or until he had a better idea of which of those he wanted.
Second, the Skill Up button technically works, but it doesn't tell him how to access the skill screen any other time. Someone else had pointed out that simply hitting 'K' will bring it up (and for a more lengthy point, you could also just hit 'U' and select the Skills tab at the top of the window that pops up). This is important if he ever wants to look at it, and during those times when the Skill Up button fails to display. Or if he's changed his window layout.
Third - You also come off as a bit of a snot. (I'm fully aware of the irony in that.)
