He says he's still in his T3, but this sounds like the bug that's been going around: all your item tooltips display based on the last ship you purchased, rather than the one you are actually captaining. So you purchased your exploration cruiser, but stayed with your T3 cruiser. +3 is the turn rate you would normally see on a standard engine in an exploration cruiser. Unless your turn rate has actually fallen, this seems to be just a display bug.

Seems that you are correct, I confirmed it by flying the T3 Heavy Cruiser around and it turned just as before.
The Galaxy doesn't turn, it sorta seems like it attempts to have the rest of the galaxy (no pun) move around it at a slow speed. Took me a few minutes to turn around and dock back at Earth Station after I left and flew away to take her on her maiden voyage
Aye this is an annoying bug. I got my tier 4 Galaxy and Defiant ships but then went and bought a Runabout last. And now all my equipment is rated for a runabout which is about as complteely far off from a normal ship as can be. My Engine says something like +32 turn rate on my Galaxy lol... I wish.

To the OP: Yeah, that happened to me to. appears to be a bug. It was REALLY confusing becuase while I was buying my ship I bought an older escort to play with and ... well, nothing seemed right. I thought I was crazy until I read your post, thanks for posting it.
