What about PvP that counts? Death and Reward

I have been PvPing almost constantly. I've been feeling that something is missing and finally put my finger on it. There is no risk and little gain. PvP should get a reaction out of people that is greater than that of senselessly plucking off some MoBs. There needs to be risk and with risk there should be reward.

PvP without penalty is like going on a first date and knowing you'll always get beyond 3rd base. When there isn't even a remote possibility that you'll get slapped for those attempts they lose the thrill and uncertainty. Eventually you're gonna start dating someone else. I don't think the penalty should be so severe that it scares people away from trying PvP either. If you make an attempt at 2nd base, you don't deserve to be castrated, the penalty should be commensurate with the level of the PvP and skill of the player.

With greater risk in PvP, there should too be greater reward.

I don't have the solution but here's some ideas that I think would make an excellent start:
First, by levels of PvP, I don't mean by rank. I mean that players at any rank should be able to select between a basic PvP and an expert PvP.

All levels of PvP -
risk the death of your BOffs. - Yes, your ship just blew up. Someone should die!
risk the loss of ship equipment - your ship just blew up, something should break!
reward - gain the parts from people you have killed - in the case of many attackers -round robin looting.
reward - gain Boffs of your attackers

Expert levels of PvP - As stated above, I don't mean all admirals should face this. I mean there should be death match instances or "expert lvl PvP" accessible by players at any rank.
Risk - the loss of your ship - some BOffs and equipment may be salvaged with the consideration of escape pods.
Risk the perma death of your character. Game over, re-roll. Some of your BOffs and equip may be salvaged and dumped in your account's bank for your next character or to sell off.

reward - claim your opponents ship - equipment and BOffs. round robin as before for multiple attackers.
reward - PvP merits which can be spent in the Cstore. Add Cstore items which can be used to resurrect your character should it die in Expert PvP.
reward - an automated PvP ranking list displayed on the forums - "bragging rights"
reward - a monthly review of the ranking list in which the top PvPers are rewarded with special gear or even "resurrections".

Like I said, it isn't the end all be all of what PvP is or is about, but I do think it is a good place to begin.

in a game where pvp is like unreal or counterstrike, no penalty is needed, other than the existing wait time.

if or when a sandbox element is added where you are actually fighting a war where pvp can mean you take a system or not, or your pvp actions change the game universe in some way, well, then you do need penalty's. and your suggestions would prove to be a great starting point.

but, as pvp stands right now, which is basically an arena clusterfudge fest, then what they have now works just fine. except maybe the respawn points, they are pretty goofy...
