It's really unfair for players of sci-vessels and cruisers that they have no chance against escorts regarding loot-drops. My suggestion is to introduce a dps multiplier which makes it fair. The best value for this multiplier can Cryptic extract from combat log files. For explanation let's say the value is "2":
Several ships are doing fleet actions or defend missions.
For escorts the dps multiplier is 1
For sci-vessels and cruisers the dps multiplier is 2
That means not the absolute dps number decides who gets the loot but the number which is modified by the multiplikator. In my example the escort player with the highest dps must do the double amount of dps than the best sci-vessel/cruiser player to get the loot.
You can't just do an absolute multiplier, because if the sci/esc/crus all do only damage, then they one who does the most damage should get the loot straight up.
What you need is a way to take into account the other factors besides straight damage that sci/crus bring to the table. Whats the best way to do that? I'm not sure. But a multiplier like you suggest isn't the answer because it punishes the escort when the sci/crus decide to ignore their support functions for pure dps knowing that now they only have to make half the dps and will win even if they don't actually contribute as much to the fight.
The only real way to do an accurate loot distribution based off effort is to give every single skill in game a set value it's equal to in terms of damage. But that's a bit complex to implement. Simply going to a first to hit method would probably be easier for out of group combat.

I can heal strangers in escorts as much as I want in a defend mission with my sci vessel, they will nevertheless not share their loot with me. While doing defend missions/fleet actions for farming purpose together with strangers only one thing counts: doing most dps.
I would be an idiot wasting my time with healing others, I do the work and they get the loot??? Not acceptable!!!
