Trying to melee with a bat'leth is less than a brilliant experience, due to the ranged weapon melee attacks. The main problem here is that your target will just spam the attack until the hold finally applies, then run away and shoot you. Odds are that this will happen before you get to your third combo strike.
The cause of the problem is that "50% chance to hold" can be repeated endlessly until it works. I think this is the only hold power of that type; all the others seem to have cooldowns. The obvious fix would be to put a cooldown on rifle butt and palm strike.
It really should stay on the martial arts skill, however it should be removed from rifle butt, especially since that ability is spamable. My Sci officer use to spam that in ground combat till i saw how utterly cheesy that was.
Riflebutt cooldown to 5 seconds
Palm strike to 2.5 (it roots you in place which is balanced)
Put 15+ second cooldown on the shield ability that knocks opponents down on damage. Although I like these shields, they go off entirely too often its not even funny. Its like walking thru a minefield if you are at close range 5-10 ft of enemies and moving.
the whole ground combat system is borked, rifle butt/palm strike is just a prime example for that, they should remove the expose and hold proc, give it an assured knockback for some ft... with a 4 second cooldown.
holds should break on damage... change expose state to an assured crit ( +20% dmg if you want )
Big giant expose hits should be the job of the Tactical Captains just like debuffs / heals / cc are for the Sci and devices / shield regen are for the Eng.

yeah when someone has a better chance of stunning me with a rifle butt then i can do damage with my batleth it is overpwoered. Rifle butt takes far less time to animate then the batleth shove and therefore wins 75% of the time.

What's overpowered is the duration of stuns and how easy some techniques can cause exposes.

Arguably this would be acceptable when you're using a real melee weapon, but I wouldn't mind seeing those toned down a bit too.
