It's th 24th century. They have subspace communication. Why do admirals have to just stand around 24/7 waiting for players to walk up to them to get orders? It makes sense to have quest givers who just stand around in WoW, but in a Trek universe! why can't a starfleet admiral just pick up the phone?
All orders to the commanding officer of a starfleet ship should be given via subspace. In very special situations, perhaps for some top secret purpose, it might be essential to meet an admiral in person. But make those occassions the exception.

even in this day an age, ship captains obtain orders in person some times due to how sensitive the mission might be. I'm assuming some of this still applies in the 24th century since not every com link is secure. Either way yeah 99% of the missions in game are given to you via com link.
You don't set it to, but if you want to talk to someone you can just do it via the "Hail Starfleet" function; you can turn in completed missions and get new ones that way. The only time you end up speaking to people directly is normally is if it's part of an episode on a station or planet.
