Just like it sounds. Before a PVP Match begins wait 30 seconds to allow enough players to join before one side gets spawn camped. This will give us the chance to group up, coordinate etc.
More importantly this gives a chance for the PVP Match to become balanced in number. I don't know how many times I have been on the receiving/giving end of a spawn camp before. I try to discourage its use on the Fed side but few listen or care for a 'fair fight.'

When zoning into the battleground a 3 second immunity or stealth buff to give you the opportunity to get away from the dreaded spawn camp.
The problem with the PVP group join is usually something like this. Group A consists of 3-4 players, and queues for Cracked Planet, Solar Wind, and Briar Patch. A Cracked planet pops, and they all go in. After which when enough people queue for Solar Wind and Briar Patch, and you have a full team of Klingons, and one or two players waiting for people who are already in another PVP match.
The solution to that part of the problem is simple, really, just automatically drop people who join a PVP match from any other match they may be queued for as soon as they join. Have this apply to parties as well. For example if I join Cracked Planet, have every queue we're in besides Cracked Planet cancel for everyone else. This will prevent those annoying half go to Cracked Planet and half go to Solar Wind situations as well.
As for the spawn camping, personally I wouldn't mind seeing 30 seconds of initial spawn invulnerability (just upon entering the map). It might offset those situations, and even if the flow of some battles was affected, it would usually just allow everyone to group (or at least cloak, in the case of the Klingons).
I try not to compare things to wow but it is easy as it is the universal MMO language because everyone and their grandmother has played it at one point or another.
Having said that. Imagine if WoW didn't have the 30 second prep timer. The chaos of constant 1 sided victories, spawn camps etc.
I do agree also with your first statement that the PVP instance hoping is a problem. I don't mind multi Q's but once you are in a BG you should be able to be remotely Q'd for another, that mechanic just inspires abuse.
Realistically we are all playing the same game and with the way PVP is designed and the fact that most people have 1 of each faction I would expect some more civility in the matches as well. It just surprises me that time and again I join a game to either be down by 5 or up by five as the result of a spawn camp, it is a victory without honor. The PVP matches I have enjoyed the most are the ones that are even and close through the whole game...if you win at the end then it feels like more of a victory than an easy face roll.
/rant And to all those FEDS/KLINGS that gloat during a PVP match when a spawn camp or uneven numbers played a huge factor grow up, get some skill, and fight with honor. It disgusts me to see someone type QQ after they rick-rolled the spawn to a 10-0 victory. /endrant
