One of the things about Eve that I "miss" (I still play there as well) if the grief, the ability to shoot someone for the sheer meanness of it. Before many of you throw your "This isn't eve" bible at me, just hear me out I've given this ten minutes of thought.
I appreciate Cryptic's dedication to making the game easily enjoyable. In the same breath, I understand that enjoyable doesn't mean getting griefed by people. I kind of envision my "grief" system being somewhat akin to a game called Perfect World. On their non pvp server you can still pvp by clicking a button that allows you to attack others who have as well. Once pushed it cannot be undone for 12 hours however.
With that said, perhaps allow admiral, or some other pre-determined rank venture into enemy space. ONLY those enemies who have checked off their little button will be visible and each can attack one another. (allow teams so a true gank OR even a true decoy can be set)
Since there isn't (and I don't care to have) a penalty for death, perhaps allow a cloned item drop from destroyed ships or even perhaps something along the lines of "bounty points". Bounty points would be similar to the points issued by Karbo (sorry klings, don't know who is similar for your side) and the points be spent for the same purpose as karbos daily mission points or some other suitable reward system.

I whole ten minutes sir! I applaud you without sarcasm! I love humility, honesty and humor rolled into one... it makes me read the entirety of an individuals post.
I'm not opposed to your idea...
...mostly because it brings us closer to open pvp. I wish you could just click a box "open pvp" and then be forced into instances denoted as such for the next 12 hours or so. In such instances you could still complete missions, but it would be more about hunting down people in astrometrics (ideally those easiest to kill, while avoiding the teams bigger than you) and then pew pew them into slag.
In open pvp, you only live once... and must then respawn at a local starbase... or something. You know, so battles have resolution and not just infinite respawn loops.
Then you could have "Galaxy Chat" where the Klingons are talkin' smack about how they just took Risa and are 'having a good time' with the local inhabitants ... all semi-rp, trying to goad the Feds into an ambush. Of course there's no actual mechanic to "take" Risa... but if three birds of prey are floating around unchecked, it's good enough reason to gloat for me.

"Yeah, but now we're lucky to get too much beyond K-7 before those damn Feds come around and push us back."
