In a bit of a departure from my typical anger posts, I show my fury in a different way now:
What if we've just built our own NPC fleet for use in endgame raid content after reaching Admiral rank? Could Cryptic turn our old light cruisers, cruisers, heavy cruisers, etc. over to us just as they have our bridge officers? This would SIGNIFICANTLY give more meaning to the endgame rank of "Admiral". We would actually continue to benefit from having our "old ships" upgraded and available, the bonuses we've trained up should be applied (i.e. Captain Picard takes the helm from Wesley and does "fancy old school maneuvers" he knows through experience, he's not a helmsman by trade anymore but has already gained the level of expert at it.). This concept and building off it is essential if this game is to survive. Otherwise we all have mothballed fleets of ships sitting in our "inventory" that will never see the light of day nor will our endgame experience at Commodore.... cough I mean what they call RA will amount to nothing.
I talked eariler about "controlling/administering zones" as an Admiral/General. Not like in EVE, but in a Star Trek fashion: high ranking player Admirals could issue specific orders to other players and even generate the user content they are exploring. The way endgame Admirals "advance" is through how they create and accomplish those missions with the captains in their sector. This MUST be integrated into the game, it is ST version of huge raids and even more.
Just wanted to quickly add that without systems like this STO is faced with a diminishing need for players to actually login, as there is no real motivation like in WoW or EVE to chase the gear game or replace another ship. I can only have a finite number of ships in this game (unless someone wanted to buy two heavy cruisers and fit them differently..... sounds odd). And, as we've all pointed out there is no loss, only progression.
Fine Cryptic, build the progression in so that we can use our fleet of ships as we do our crew, let them captain them during a raid and give us something as a bonus for our +7 Cruiser whatever that is completely useless when we get higher.
Given that i've been ditching my old ships as i've progressed, i'd say theres a high possibility of such a system being introduced thanks to sod's law once again TRIBBLE me over.
On a more serious note, its not a bad idea at all. It would certainly make endgame content differ from the bog standard raids present in other MMO's. The only disadvantage i can see is that to have a rounded fleet at the end, players would be forced to use classes of ships that dont necessarily mesh with their chosen career path.
I like your scripting idea, though I was thinking it'd be better applied to regular fleets (clans) in-game. You know, you set up your fleet and get so many people playing in it, then when game starts to get boring, script a mission that you can create and let your fleet members play through. They could also allow the fleet leader(s) to take submissions from other fleet members to review and approve mission content from them to be added as special fleet bonus missions with minor rewards, or something relevant to fleet. Of course, this would have to be a fleet specific thing, I wouldn't want the mods having to approve every mission (though they'll probably make it mandatory) which means the level of content and difficulty will really be based on the fleet leader's idea of appropriateness. It would offer huge benefits to Mature Content fleets, as well as cripple fleets that have unbalanced leaders making nothing but one Kobeyashi Maru scenario after another.
Giving fleet leaders the power to script missions and give rewards or unlock special fleet access to stuff would be pretty cool though, and would go aloooong way to making the Role Players happy. And this idea isn't totally unheard of, City of Heroes & Villains does it, though kind of differently from what I suggested.

Yes this would definitely be a great thing for fleets/alliances to get involved with.
Devs, can we have any idea whether you are even thinking of these features in the near future?
Demand posts go nowhere, yet everyone feels the need to post one.
My cereal is ALIVE and will always be. You can never harm it, touch it or move it.
You are filled with misdirection and uselessness, I don't need to demand anything, since that's already what you are.
If we do not demand something, then we will get nothing better. All major MMOs that are in existence today only improved with the demands from their customers.

I love this part. 8/10, would read again.
