the computer only does this while playing the game..................
That's not too relevant, different games do things differently, and tax different parts of the system. It's annoying.
For the in game fps limiter, goto Options/VIdeo. Click advanced, scroll the bottom and click on troubleshooting, at the bottom of the troubleshooting section should be a Limit FPS field, set it to 60.
I had this problem with my 8800 GTX with a few games (Crysis, and hmm, forget the other now, but Crysis was the big one; and it did it regardless of resolution as well). Unforunately, it was just a sign of the video card failing, and I wasn't willing to contact tech support with BFG until it just started to fail in other games.
Really suggest trying to contact their cust-serv, that said, most likly all you'll get is an offer to replace the card if that's an option since their techs really aren't equipped to do that sort of remote troubleshooting.
To continue with my story of doom though, when this happened to me, with another game, the monitor went to 'standby', which looked the same as the how it behaves when the PC is off, but power still went to the monitor. Connection is there, so doesn't spit out the No Connection detected, it just doesn't want to work.
I know it's really not the answer you want to hear , but it's really all I can come with.
Well, that and maybe a hijackthis check to see if there's malware making your computer misbehave. Or a driver cleaning to make sure it's not an obscure driver conflict.
the video card is the geforce gtx 260..seems others have used this card with this game without a hitch..figures my first mmo, only the second time iv ever posted on a game forum, and finally a star trek game worthy of a subscription...DENIED..lol...only other games i play right now are s.o.s.e and X3 T.C and they play fine..not as intensive but the closest that i play.. iv also tried turning the res all the way down both in game as well as on my desktop..no help.
What is your specs? What power supply do you have? The actually make/model of your video card. Run the dxdiag.exe, save the report to your desktop and post the first section and the Display section here.
sounds bad but iv got it on my desktop already but unsure how to get it on my post without losing the majority of the dxd...help?.....576MHz core clock,216 processor cores,1242MHz processor clock,41.5 billion/sec texture fill rate.896MB GDDR3 on board frame-buffer, 1998MHz memory data rate.effective, 448-bit memory interface, 111.9 GB/sec memory bandwidth, pci-E 2.0

Your graphics device most likely froze whether to overheating or some driver errors I haven't a clue. Generally all ATI cards these days has VPU recover which for the most part will recover should it lock up, however since you're on Nvidia I can't be sure. Try playing around with driver versions, update your directx, beyond that will require a bit more work than just messing with the software.
Comments
Also if you are using an external monitor, make sure it isn't setup to enter sleep mode by itself.
Also, check in your BIOS in the power section to see if there is a suspend monitor or display option setting.

Can you give a complete dxdiag of your display device section (card, drivers, monitor)
http://maximumpcguides.com/windows-7/set-pci-express-link-state-power-management/
See if you can monitor the temp on it with the evga tool and see if it's overheating on you.
http://www.evga.com/precision/405a.asp
Any chance you put an aftermarket video card into that system? If so, did you upgrade the power supply? The factory one appears to be 300 watt.
unsure about above post.. actually tried to post a complete dxdiag but it go cut off somehow..apologies for the delayed reply

Well, that and maybe a hijackthis check to see if there's malware making your computer misbehave. Or a driver cleaning to make sure it's not an obscure driver conflict.
You could try these these settings
Monitor Verttical = On
Half Resolution = ON
Antialiasing = None.
Dynamic Lighting = OFF
Light Quality = Low
Bloom Quality = Low
Screen-space ambient = Off
Reflection Quality= Low/off
Cinematic focus = Off
Limit Frame Rate 60/30.
What is your specs? What power supply do you have? The actually make/model of your video card. Run the dxdiag.exe, save the report to your desktop and post the first section and the Display section here.
Either cutting the dxdiag into pieces or using something like http://www.pastebin.com/
