They all get rooted in place. I tried setting rally point that doesn't work. I've been penetrating the network of fire caves by picking off cardassians one at a time, then retreating. Is there a way to fix this?
It's bugged, but not hard to solo, as long as you have the best gear for your rank. I recommend Split Beam rifles, a few Large Hypos and Large Shield Charges and a lot of crouching.
I've /bug'd this mission last week when I had the same experience with my characters along with my partners. Some moved, but not far, while others were perma-rooted and would not listen to any command issued. I also had a Cardassian stuck on the other side of the flame wall, with no way to kill them to drop the wall. After about 5 minutes of running around trying to un-stick my BO's, I decided to try beaming down my Tactical Special ability to call in the security team. I was able to push one of the security team through the fire wall and that officer was able to kill the Cardassian and lower the wall. I was never able to unstick my officers, but my partners eventually moved and were able to help kill the rest of the Cardassians and the final boss.
Its a very VERY buggy map and needs to be fixed. It's a shame too, because its one of the more fun story missions.
I was able to use the way-point/Rally point systen to move my officers to where i needed them. two of them jumped off of the catwalks when they wen to use close range skills.
There have been a few threads and a few IRC discussions about this issue. I don't know if or when it's going to be addressed, but I hope it will be addressed in the next patch.
I had to use the move command individually for each BO, the group move wouldn't work. Took a while, but probably faster than soloing it. Just move 'em in a straight unobstructed line and away they go. Angle them through an object and they stay stuck.

Also split beam rifle is as useful as a swiss army knife.
