I was talking to a friend of mine today and she told me why there are so many Admirals around...
She said that the xp requirement for each rank went up until it reached Captain and then it went back down to the level required for Lt.
Her example: (numbers may not be totally accurate but the concept is correct)
LT = 17/rank
LCDR = 24/rank
CDR = 33/rank
CAPT=17/rank
Is this a bug?

And I don't know what you mean with this 17/rank, 24/rank, and so on. What do those numbers refer to cause you need to get way more then 17 points in skills and there aren't even 17 skills are LT if you mean maxed out skills. You get 6700 points with 100 points per +1 to a LT skill so that is more like 67 to Rank up.
Also I do agree as the amount does drop off rather suddenly which I think is kinda of lame since the cost per skills at each rank increase by 100.
It's more like the following
LT = 6700
LC = 12000
CMDR = 16000
CAP = 18000
ADML = 8000
As you can see the points need to level up drop off drastically at the end compared to how much skills cost. You only get 2K more points during captain but your skills cost 100 more then they did at the previous level. That's a 33% increase in cost of skills but only a 12.5% increase in the amount of skill points available.
Cryptic's whole skill tree was obviously designed for no skill cap and the short cut at the end was most likely set that way to help get people get to Admiral faster. As they mention in an interview a while back there would be NO CAP but then changed it to there would be a cap but it would take around 100 hours to reach Admiral and 300 hours to reach CAP. Well we have heard of people saying they reached RA5 in about 96 hours so that first number seem fairly close on but where is that other 200 hours of SP grinding we were promised?
Right now there isn't enough points to spec both space and ground which really sucks cause one of the selling points was that it's two games in one. You have to suffer in one area or the other.
