Was just looking at some melee abilities, and came across this one...
Hypospray - Dylovene III
1.25 cast time
9 second cooldown
Removes all expose buffs
Removes toxic ailments for 45 sec
+50% Physical Damage strength for 45 sec
+50% Physical Damage resistance for 45 sec
Castable on self and allies
This skill is insane, how is this balanced? it's pretty much an "I Win" button in melee situations.

Every button is an "I Win" button in ground combat.
Dyvolyne is only available at Lt Commander at rank 1, and Commander at rank 2 or 3. For this to be available you have to have 9 points in the appropriate skill and your character has to be Admiral (for BO cmdr skills I think).
If this was available at ensign at rank 3, I might agree with you.

Even so, at any rank it's a ridiculously powerful ability. That +50% one I listed is the Rank III one, and that's the base amount. You can add 9 points into it and get +70% on both physical damage and resistance.
