Admiral Quinn the right choice for the job?

It's this part of a mission description I'm referring to:
Report immediately to Four of Ten. She is a liberated Borg that has been providing us with strategic information. Last I heard, she was stationed on the the U.S.S. Victory.

Well, shouldn't the dear Admiral know where his people are stationed? He could at least have looked it up on a duty roster. From his description, 4 / 10 could be on the Victory, but she could just as well not be. But as far as it concerns him, info is only passed on via word of mouth. Why should he check reports, let alone be up to date? If Quinn can't be bothered with doing his job, he should be replaced.

Maybe it's just an unhappy choice of words by whoever wrote the description. But if it isn't, then by all means put the admiral in a shuttle, disable its engines, put it on a trajectory towards a black hole, then give starship captains the mission to rescue Quinn by telling them to "maybe he's headed towards black hole A, but could also be black holes B, C, D, E, F, G or H".

Considering he's the direct superior to several thousand new CO's at the moment, i think its understandalbe if he gets a tad confused about where people are located. Afterall in today's modern Starfleet, everyone is going about getting extreme plastic surgery from a tailor, changing their uniform every fifteen minutes and have painted over their ships name so many times the saucer section has a strip thats eight feet higher than the rest just under its running lights.

Last he heard she was on the U.S.S Victory. But chances are in the twenty minutes since he was told that, the Victory has been renamed by its captain to the U.S.S Endeavor, or Widow Maker, or Serenity XI or Enterpies, or Protector...

Well he is an Admiral, his job is to find an objective he wants done. tell the guy below him what he wants and by when, the guy below him then figures out more specific details on how to go about it and who will go on it, and so on and so fourth all the way to squad level to some extent.

Considering the recent influx of new captains, war with the Klingons, Undine, etc. I think he is doing extremely well given his position.

Well he is the guy that tells you to "go find Sulu" even though Sulu is standing 4 feet from him. Couldn't he just go "Hey, Sulu, come over here and meet the new guy"? He doesn't even know which people are located in his own office.

Maybe he's just been snorting a bit too much tribble dander, if ya know what I mean...

Maybe he just feels his officers need to learn how to find things on their own.....and the Sulu test fails many.

simple really she was "assigneed" to the USS Victory however the Captain of the decided he really needed a cute redhead on his bridge rather than as stiff ex-borg so he traded her to another Captain. This Captain knew of another Captain who wanted a full liberated borg bridge crew and hence he could swap her for TWO other bridge officers with some juicy skills. The new Captain got bored with the idea and traded her for a case of whiskey after drinking said case can no longer remember who he traded her with....

You eventually find her in the Starbase 1 canteen serving as a waitress.

All Quinn knows is who she was intially assigned to but with all the horse trading going on there is no way he could eb expected to know what happens after that.

You're that uninvited guy who kills every joke at a party aren't you?

I knew I recognized you. Last weekend I was telling the one about the 4 nuns and the priest and you barged in on the punchline with "THAT WOULD NEVER HAPPEN BECAUSE IT'S A SIN FOR A PRIEST TO ENTER THE WOMEN'S BATHROOM" and everyone just kind of stared at you until you walked away.

It's foreshadowing. He doesn't know all the facts because he's an Undine.

That would explain why he sends us out to commit genocide.

Once they patch in the diplomacy missions, the big reveal will occur; and we can spend the next few months sat round a table with the rest of the galaxy apologising to them.
