Rator System ( Rator Prime being a planet in the system) is in the Psi Velorum Sector block.
Yeah I just did that mission a couple of days ago and had guess at where it was because there was no 'hint' for it. It didn't take too long to find but it was a bit annoying having to hunt for it. Suricata's Star Chart will come in handy if another mission like that comes up.
You'll find that most of the "enemy" groups have carved themselves three sector blocks each, with one "odd" sector block in which is crammed the lesser-known systems.
For Klingons, it's Pi Canis.
For Romulans, it's Psi Velorum
I'll let ya know what it is for Cardassians later - I'm just getting to their missions at Cmdr 8.
Basically, if you can't find it in the entry block OR int he "home" block, it'll be in the oddball block. After a bit you get a feel for which systems are "oddball" - ESPECIALLY since none of the systems shown in the map of the "oddball" one are ever actually used in missions.

Zeta Andromedae.
Anyway, without giving much in the way of spoilers, what the hell is up with that mission anyway? Rator III is the "new" Romulan homeworld. We are violating their sovereign space why? >.>
Technically, Romulans as well as Cardassians are the Federations Protectorites... The Federation claims it wants peace yet treats these two Soviergn Governments like their its ******* stepchildren. Running into their rooms and trashing it looking for any "illegal" substances.

thanks to this thread or id have never found it. You should be able to see every sector in detail. Comon cryptic were ment to be flying super duper advance craft here and we dont have maps of all the sectors
there is a glitch in this missione, I have free 6/7 hostages, and on 7 hostage I cant talk to him, he is just runing around me and I cant talk to him so I can free and beam him...

Edit to add: A good resource is Suricata's Star Chart
