This is more of a question than feedback. I'm sorry if this issue has been resolved, but I didn't find an answer to it in my brief search.
I love my Cheyenne-class heavy cruiser. It is the only class of starship that I ever really wanted out of this game and I'm pleased that they put it in (even if is smaller than it should be). The problem is, I am a Captain now and will eventually be Admiral, and it is impossible to hold onto my beloved heavy cruiser because of its limitations in bridge officer slots, consoles, etc. When I think about it, I don't see any pressing in-continuity reason for this limitation. So my question is: are there any plans to make it possible for us, in the future, to refit such ships so that we can continue to use them at higher ranks?
There's a precedent in Trek... Think of the Excelsior refit, the Constitution refit, etc. If the deflector dish of my Cheyenne class is limited in such a way that Lt. Commander science officer powers are unavailable, then why can't my deflector dish simply be upgraded? It makes perfect sense to me and would add that much more variety and playability to the endgame.
Considering the only real differences between the ship tiers is hull strength, BO stations and console slots it should technically be easy for them to just increase them to the same as other ships of that tier through some kind of refit option.
It would be nice if this was possible as it would allow for a more varied atmosphere instead of just seeing the exact same ships at each rank.
I for one totally favor a refit option, but I've only been playing for a few days. However, I have been scouring the forums. The only thing I would add is that it is unrealistic to think that, say, a refit starter ship would go head-to-head with a state of the art warship. However, I do think having earlier ships refitted should definitely make them competitive, or give them great options as part of a fleet battle, etc. I would love to soop-up a Miranda-class to its full potential, but I don't expect to go head to head with a Sovereign class unless I can somehow out maneuver it or take out its weapon arrays. In the end, though, without pulling a Wrath-of-Khan sneak attack or that whole matching the shield modulation frequency thing from Star Trek Generations, I would probably loose, badly, no matter how well its refitted. To be realistic, its just smaller, will have some older components, and not be designed to hold super upgrades. Lets have some authentic qualities about this game. However, I do think we should at least be able to keep them viable, though there should be some penalty system in place.
Personally, I think a refit of one tier would be great, but no more than that. I don't want to see Mirandas flying around beating the TRIBBLE out of battleships, etc. I think if each T1-T4 ship had a second set of stats (refit stats), and you could pay merits to do the upgrade, that would be awesome.
There's only two or three ships I want to fly as well, so I would agree with this suggestion. Refits would be awesome.
The hull could be somekind of material upgrade you purchase and place into a 'hull' slot. And all ships could have console slots added that are locked out initially but could be opened as you level or perhaps as a reward.
I was thinking that a "refit" could simply be a console mod that increases your number of console slots by 2. So that if you have two free engineering slots normally, and you put a "refit" into one of them, you then have three free engineering slots instead of two (four total, with one slot taken up by the refit itself).
Not gonna lie, I've grown fond of the ShirKar/Miranda hybrid I've created when I was a young lieutenant. I'll feel a sense of greatness when that klingon negvhar player gets 2 shot by the old girl
The only problem i see is that the earlier models generally have better turn rates, so you will be more than likely to keep an older version if it could be refitted because of the turn rate

There's no reason you can't continue to captain your Cheyenne even as a Captain or Admiral. You won't get the better stats of a higher tier ship, but that's the trade-off: lower tier ship you like the look of or higher tier ship with better stats.
To answer your question, I've not seen any indication that what you are asking for will become an option.
Make the refit stats equal to all stats of x teir of same type for x amount of credits. Only differance would be purely visual for those want to have same Ship but also wants to progress in the game. Either way you have to learn how to best use the ship with slower turn rates . It will be a good way for people to have total custom ships as advertised on this web site , game box , and tv commercals. This not ever being an option is like we might as well move to better things and the way it is right now is as good as its going to gets. All the most advanced ship are already in the game and all the other ship not yet added would have to be lower tier. The game has to grow or people are going to go

There still are those Federation Class Battleships they can add as a Tier 6.

I really wish they'd start addressing some of these common and much liked ideas personally...
