Just an FYI, ATI Catalyst 10.2 is out there. I installed it for my 5870, seems to be running well so far, at least for me. Not long enough to be conclusive, but so far so good.
As a side note, I couldn't stick with 10.1 due to the "giant cursor" problem, and the fact that it wouldn't put my monitor into sleep mode properly. Neither of those issues is showing up yet with 10.2, so good sign I suppose.
Im running a 4870 and the system still crashes with dynamic lighting and post processing enabled in ground combat. this is the same with both 10.1 and 10.2 catalyst drivers.
Gigabyte P55A-UD4P Motherboard, i7 860 OC'd to 3.5 GHz
Windows 7 64-bit
8 GB, 1600 MHz RAM, 9-9-9-28 CR1
ATI 5870, 900/1250 MHz
Still looking good by the way. I was lucky and didn't have many STO issues, but the one improvement I think I am noticing is FPS in Asteroid Fields. I need to do more testing, but was about 70 fps a minute ago in a field when I had been down to 40s for some reason before.....
Nothing definitive, need more time, but looking pretty good so far....

God damn this needs to be fixed ffs.
Why is a dynamic lighting issue causing BSOD's and crashes in the first place? And why is it SO hard to fix?
I was so looking forward to this game. I am running an ATi Radeon 4870. The game worked the beginning of the first day of open Beta. They patched later that day and my graphics have been completely trashed. It recovered once after another patch, but was quickly trashed by the next patch. They have been totally unplayable ever since. I can only make out any detail if I stare at my feet. I have posted 2 help requests on the game with nothing but an automated reply. Now I am stuck with a game that I will probably never be able to play. I am not going to open the game and set-up a pay account unless I am certain it works. So very disappointed (to be politically correct) with the lack of resolution or any kind of feed-back or help.

Have you tried adjusting the video settings manually? A couple of those patches 'reset' the settings to 'default' which depends on your computer's hardware. However, there were many cases of the game not gauging your hardware properly. Hence, the awfully low settings.
The biggest problem people seem to have with this is the "Half Resolution mode" being enabled by default. This will cause everything but the UI to look very blurry and blocky, because it's being rendered at half the resolution you have set to begin with. Make sure that isn't enabled, and if it is turn if off. There are many people playing fine with 4870s. I'm playing with no problems on my 5770.
Currently using 10.2 but I'm getting occasional black boxes where transparencies and alphas are rendering, like explosion effects or weapon impacts, or completely missing models that flicker out at some distances, only to pop back in as I zoom closer or further away. It does not happen often, and after the first time I cannot reproduce it again with the same object. It seems like a slow loading deal. Hard to say. Best example I can say was the borg cube model in the tutorial.
Anyone else seeing this?
And I am running max detail, with the exception of shadows. They are off. Post processing, Dynamic and high quality lighting are on btw, and no crashes. So far I have not crashed once after a week of play.
Something for others having crash issues to check.
Go to Catalyst Control Center settings. Expand Information Center. Verify you actually have 10.2 listed as Catalyst version, Driver Packaging Version 8.702-100202a-095689C-ATI
When 10.1 came out I updated, a few days later I happened to look there and it still said I was running 9.12 even though the 10.1 install said it completed successfully.
http://forums.startrekonline.com/showpost.php?p=1384322&postcount=3 <-- number 6 is the most imporant thing for ATI users. I have found a disturbing trend of overclocked ram chips on video cards, now that I have double checked mine (ATI 4670 with ram running at ~830Mhz from factory. Site specs say ram 667Mhz, running find at 750Mhz now)
Seriously, check for artifacts, takes a few minuites and could end your frustration.

No issues here with max details using same card and Catalyst 9.8 (I'm too lazy to update)...

Are you serious? 10.2 solves the dynamic lighting issue??
I could of sworn some people said they still get it..
I'm having the same 'rippling' shadow issue as you SunofVich. It's very ugly and very annoying. So far I think you're the only other person that I've seen mention it. I hope it's not an un-common issue so it will be fixed eventually. I have a 5890.
Also have a 4870 here with no crashes. In fact the only crash I've had so far is some weird interaction crash that leaves the screen greyed out but has not pop up window to accept or decline, like when buying stuff from a vendor.
I am using old cat's though, can't remember what ones. If it ain't broke don't fix it when it comes to graphics drivers.
I've been running since 10.2 launched with no crashes and dynamic lighting on as well. Before 10.2, DL crashed the game for me fairly regularly if enabled. Disabled I never had crashes. Now can be enabled and no crashes and does look a little better (not a huge visual difference, but noticeable).

10.1 runs fine for me, so I'm hesitant to upgrade to 10.2

If the shadows still ripple then there is still no sense in updating.
Its hard to fix because it takes time to isolate the cause... I run a 4870 and have never had a BSOD playing this game with everything maxed.
I get out of memory issues every now and then so there are clearly some memory leaks, but not many other technical issues.
