Does anyone know how loot ownership is determined? I read that loot goes to the player with the highest DPS on the target/overall for fleet actions. With the devs considering level restrictions for fleet actions and from my own experience as an escort captain getting what I feel is 2/3 of every loot drop I see, I am inclined to believe this.

I don't think so. One of the major elements of an MMO are the different roles/classes people can play. By this loot system, we all have to play damage dealers; the only variety in play style are the ships. That's stupid. Not everyone wants to play the same type of role every time, and some don't ever want to be damage dealers. I would much rather have someone who enjoys being in a support role get rewarded for playing as a support role than to try to compete with those designed for the damage dealing role and hurting the team/fleet by not having their skills being used.
In regards to fleet actions/defend missions, if higher level players are getting more loot because of their DPS, then put the level restriction on who can earn the loot - not who can participate. Occasionally, I like to come back to low level events like these, and I don't care at all for the loot. When I am running these in the appropriate level, I don't mind higher level players coming in either. Again, just restrict who can earn loot, and these will be fine.

Yeah I agree. I couldn't stand the way it was in beta and now just skip them since I use science.
I can hold a ship in place with no shields for everyone to fire on while his ai buddies attack each other but I won't get any credit for it. A waste of time
I've been trying to figure it out sense beta, I know it's certainly not who had the most DPS. There have been times when I solo a ship but someone else that wasn't even near the fight got the loot. That rules out DPS, most damage, and who holds the agro. It's probably a form of round robin, but even then I'm not certainly because I've seen the same person got the loot 2, 3, 4 or more times in a row.
