debuff in what way? targets shields? their health? what?

'What does debuff do regardless of what.''
So, to put it into context, lets say 'debuff their health''. What happens with their health?
(im a newb, I like to know this too

The OP is probably new to MMOs.
A 'Buff' increases the target's ability for a bit, as in 'buffs them up'. It's a brief improvement to their stats.
A 'Debuff' does the opposite - in inflicts the target with something that weakens them for a short time.

What Darkjedi said. If you ever played tabletop D&D a buf would be the equivalent of the Bless spell, while a debuff would be the equivalent of Curse. Bless increases stats for allies, debuffs reduce stats for enemies.
