Maybe they were never dead, how about incapacitated? They could have been in sick bay with major injuries and now are properly healed?! I am assuming you are refering to crew in space combat as well as this would make sense. If you are taking about ground combat and your away team officers magically coming back to life after being made unconcious then thats sounds like a bug if no one revived them.
Dead is black, injured is yellow. Yellow should regen, black should not.
Apparently the original intention was to have to buy new crew if you lose them, which would be a perfect penalty for death that a lot of ppl are asking for.
I think they left them regenerate for the beta and never turned the feature on, or else someone whined that there is actually a downside in the game and they caved.
I do not look at it like any of my crew died.. They are either healthy, injured, or unconscious. The injured ones come back to their stations while in combat after getting a band-aid from the doctor. The unconscious ones need to be carried to the doctor after combat is over. Holo-Crew take the place of unconscious ones during combat.

Yeah I kinda had to picture the same sort of thing happening in my head. It's a shame, like the posts before the idea of having to replace crew as a penalty seemed like a good idea, I kinda liked the idea of using "brace for impact" to stop deaths but as they come back to quickly from death I almost don't bother anymoew.
What does it do though? I've had my crew absolutely trashed, nearly all dead... but I can still light up enemy ships just fine! Also, I've been in battles where my hull is at 2% and narry a scratch on a crewmember... other battles where shields are still nearly full, and crew is decimated. Whats up with that? Do you even need crew to operate?

All ships have holo-emitters all over so that holo-crew can instantly replace living crew.
In one of the ship descriptions on this site it states that sometimes ships, on extremely hazardous missions, are sent in with only holo-crew.
Living crew effect your hull repair rate in and out of combat.
