Agreed.. I think every BO should come with an extra layer of traits that only become active upon promoting them to XO. These traits could provide a bonus to your ship/crew like an extra console or something.
Perhaps, as you progress through the tiers, you could be given the option to name additional department heads as well.. such as Chief Medical Officer, Chief of Security and Chief Engineer.. each providing a minor additional bonus in their respective fields (science, tactical and engineering, respectively).. and the bonus from your XO would be whatever class they are from.
So in affect, at Tier 5, it could be similar to having an additional console of each type, plus one of any type (based on your XO's profession).. but I'd suggest that the bonuses be slightly different from standard console bonuses, so as to make this system unique.

IMO, anything that adds more Star Trek to this game is a positive. Why should we have to fake it, in order to make the game more like actual Star Trek? In my suggestion above, I've given a suggestion for a nice game mechanic that would offer in game bonuses, while still providing a Star Trek feel to those bonuses, and providing a bit of immersion for those who are actually into the Star Trek lore. The game is a bit lacking in that department, IMO, so features and additions that bring more Star Trek, to Star Trek Online are a good thing.

To a degree, yes. The additional bridge officer post is only providing you with an additional ensign level ability. What I'm suggesting would be more akin to a bonus to your crew and ship. But after giving it a bit more thought, the bonuses should be a bit more unique than console bonuses. For example, an XO would provide a bump to your own personal skills.. like maybe a tactical XO could have a +to Polaron Beams.. or something like that.. and a Science XO could give +Tractor Beams.. Engineer XO's might have something like +Engine Efficiency (these skills would all vary between officers and be randomly assigned to the officers like their traits currently are.)
This would allow you pick an XO and possibly other department head positions, that would complement your own personal skills, by providing an increase to your skill levels or by putting points into a skill that you personally don't have. This allows better flexibility in customization of your own captain, and allows for a bit more versatility under a capped skill system. In addition, the rarity of an XO could increase the bonus to the skill.. common = +2, uncommon = +3, rare = +4, and very rare = +5, for example.
fully promoted, uniform made slightly different (same as the captains)
where i slot my Boffs is completely dependant on the situation i'm going into and what skills they have to offer.. and what ship i'm in currently my XO joins me on ground missions by default, but again, if i need something else i'll swap out for another officer.
My defiant class has cannon rapid fire, cannon scatter shot, high yield torps I and III and attack pattern Omega from my Boffs, meaning i can have some level of damage boost to my torps and cannons active while the other one cools down..
but thats personal choice i prefer to play that way and it wont be for everyone.
i like the idea of having an extra layer of skills for an actual named First officer, even something simple as being able to give them a 5th set of skills to choose from that can be used from an ensign level slot.. that'd work for me.
I found that to get the best coverage on any ship, when you get to commander, 2 of your BOs should be trained in both space and ground, while the others specialise (as you have enough officers to do this)
Heres an example from a crew I am going to make with a Tactical Captain in Cruiser ships (the ranks are for fanfic/rpg purposes, most will be above what they are here):
Totally based on how many Officers my first character ended up with at Commander rank, and what stations I have coming up at Captain and Admiral to fill. The ones with stars next to them are the away team, hence the ground only attributes or the splits. Note the FO at the top
One of those, usually the opposite skill to the Captain (eng cap = tac FO, tac cap = eng FO, sci cap = you choose, I'm going with tac) should be trained from the beggining and made a Commander asap.
Helps if, like me, you have your uniforms like the later shows with a Command colour (usually red) then whatever their career, put the FO in that, like your Captain.
