I believe STO ground combat to be pretty robust system. It would benifit from additional procs as I believe everything in the game would. But ground combat would most benifit from the addition of patrols in ground combat and larger aggro radius's.
Mass effect1 had great ground combat because while attacking one group i could miss seeing a patrol of one or more guys walking back and forth now if my timing was really bad I might hit a group aggro the patrol which furthor aggros one or more groups.
Wow's patrols make the game. For some reason STO has left patrols out of 95% of the missions. Add them in or just create new missions with patrols and increase the aggro radius and you have a ground game.
To make the ground game even more interesting create some weapons procs that are really interesting. zee cone of fire is over done. How about a flame thrower ro shotgun, dots of different resists are ok but kinda boring, I'd say just higher a guy to comeup with new weapons proc/bo power idea's all day and you got yourselves a winner.
